The UAE has four financial regulators and a fintech ecosystem that moves faster than any of them publish guidance. Payments, lending, wealth, funds and market infrastructure businesses need counsel who can place a product in the right perimeter, get it licensed and keep it compliant as it grows, across the UAE and into India.
Onshore, the Securities and Commodities Authority regulates securities, commodities, funds and financial promotions, while the Central Bank of the UAE licenses banks, finance companies, payment service providers, stored-value facilities and, since 2024, the Open Finance framework and card-scheme and BNPL activity. In the financial free zones, the DFSA (DIFC) and FSRA (ADGM) run comprehensive common-law regimes with innovation-testing licences, category-based capital and prudential rules. Each has its own sandbox, its own approach to outsourcing and technology risk, and its own view of where a product sits.
